Since this is related to hair style, I considered to post it here.
I received this Skipper from a good friend from Spain. Here are the "before" photos:
I gave her a bath and a reroot.
I'm an amateur re-rooter, so I don't think this is the best that Skipper could look but I'm happy with her.
I ran out of hair and then I used hair donated by an old Barbie so she has 2 tones that turned out good.

A DIY rooting tool!! This is a CRAZY GOOD idea, Tracie!! Thanks for the tip!

I have done 1 silkstone, 1 Kelly doll, 1 mod face Barbie, 2 parcial reroots to other older Barbies and the last one was Skipper.I like these two methods:
