Found her! She's Betty/Gloria. You already must know the Gloria furniture. Well this is Gloria. :D

I never even saw this was here, before now. That is very strange. I just saw this post for the first time.

I think that is a character doll, like a celebrity doll, but I am not sure of whom. She could be a county singer.

I think I have seen her on the Gloria furniture box. How sturdy is she? She looks to be good quality -- not cheap like the 1970s Maddie Mods I had thought she would resemble.

She looks a lot like a pretty doll called Betty that I had in my childhood and I still love her truly and deeply :) She had a TONG trademark engraved on the back of her head. Does yours have something like that?

I searched Gloria Doll on ebay, but could not find anything like yours, but there is a lot of furniture for some reason. Is there another search term I can use to narrow the search?

Betty. Gloria is most know for her furniture not the doll really.

My Russian community has 20+ pages in Betty topic,here's what I found beside the pics of dolls:

They say that this doll was known as Betty in Europe. And they say it's extremely hard to find this doll in general, but sometimes it comes in a heap of Barbie clones and may cost very little.

Or it may come as "TONG DOLL" as well, there was a lot on ebay recently.
