I think that is a character doll, like a celebrity doll, but I am not sure of whom. She could be a county singer.

My Russian community has 20+ pages in Betty topic,here's what I found beside the pics of dolls:

They say that this doll was known as Betty in Europe. And they say it's extremely hard to find this doll in general, but sometimes it comes in a heap of Barbie clones and may cost very little.
