Just use an emery board like for doing manicures.  If you can, grab one that has several grits, start with the roughest then work down the grades and you should be able to remove the stain if it's not to deep.  I found this works great for removing glitter (Twilight Edward 'ken') and tatoos (2010 Harley Ken).  It works best on the hard plastics, but you can use it on the softer vinyl too.  I have a Draculaura that had a purple stain on her face that was caused by a crappy batch of acetone, but some careful sanding and the stain is gone!

Hopefully it'll work for you too!

Thanks for the tip, Deb! will definitely try that. I've already soaked her in acetone, but sanding sounds like it might just do the trick!

Gorgeous dress!  How terrible about the staining!  I am curious, have you tried lightly sanding her body?  You might be able to remove the staining.  I wonder if it might be worth a try since you are already planning to buy her a new body.  Just a thought.

Thanks! It is an ooak by Amaangel (ebay seller). Unfortunately, it left black marks on her body and I have to buy a new body for her. The next time I use that dress, it will be on a doll that is wrapped in cellophane. I got a free dress from the seller, though, so, c'est la vie!
